Little Lulu and her dog are charged with protecting the baby chicks from a sly and hungry cat. The cat attempts to steal Little Lulu's chicks but is foiled by Lulu and her dog after many attempts.
Lulu goes to a department store to exchange her doll for something else. While looking for a new item Lulu manages to terrorize the section manager, ski down the escalators, and cause a noahic flood in the store.
The old lady who lives in a shoe has a bit of trouble with her gaggle of children. They won't eat their porridge, won't brush their teeth or comb their hair. As soon as their mother's in bed, they launch a wild party, playing musical instruments and doing a swinging rendition of Smiley Burnette's classic "Mama Don't Allow No Music Playing Round Here." They then have a massive pillow fight until the old woman wakes up.
As in the nursery rhyme, Simple Simon meets a pieman on his way to the fair and samples his wares. However, when he makes no purchase, the pieman becomes angry, follows Simon to the fair, and makes his stay there miserable.

The magpies move into a nest in a tree right outside an old man's bedroom window. Chaos ensues as the magpies and the old man each try to best each other, the old man trying to get the magpies to be quiet, and the two of them being anything BUT quiet.
Bluto muscles out Popeye to take Olive to the fair. Popeye rushes ahead and poses as a fortune teller, luring Olive in. He shows Olive her future (actually, her past) in the crystal ball.
Popeye and Bluto both plan to marry Olive Oyl, but Popeye proposes first. When Olive says, "Yes!" to Popeye, Bluto sets out to make Popeye look bad, break up the wedding, and win Olive over.
