Some elderly parrots are washing and cleaning up around the house, when one of them is phoned by Matron Birdkins, who invites them over to the Old Folks Home to play some tunes. They're hindered by a snowstorm, but make it none the worse for wear, warming themselves by a fire they help stoke. They play and sing some songs, and then a chaotic dinner ensues. This is followed by more singing and dancing, and a good time is had by all.
There is peace in the forest and among all of the animals there, including a pair of ducks who befriend Molly Moo-Cow. A pair of hunters come on the scene, go hunting and hurt the ducks, so it's Molly to the rescue.
A girl is sewing in her playroom when a boy sneaks in and lets loose a horde of mice into her doll house. She discovers them and is fascinated by them, one in particular who can speak.
A storybook opens to depict little Dorothy on the grey Kansas prairies, when suddenly a cyclone comes up, turns her world to color, and she lands on a Scarecrow, who promptly gets up and walks with her. Her dog Toto finds a woodcutter made of tin, so the Scarecrow oils him up and he accompanies them. They watch some animals reproduce before being ushered into the Emerald City by singing suits of armor and a lavish parade of overweight cops before meeting the Wizard, a devious little man who transforms eggs into uncontrollable forms, much to Billina's dismay.
The Big Bad Wolf stalks Little Bo Peep and steals one of her sheep. She enlists Little Boy Blue and a dancing scarecrow to assist her and her mischievous black sheep in rescuing it. Singing, dancing, hilarity and impalement ensue.
The inhabitants, including the trees and rocks, of Balloon Land are made entirely of balloons. They come under attack from the evil Pincushion Man. With the help of a quickly inflated army, they manage to fend off the attacker.
